Because it greatly restricts actions that can lead to comebacks from having "more cards in hand," it is a card that is difficult to deal with unless the opponent is able to remove it from play. If the opponent is unable to deal with it, the player can easily set up a second copy of the card, continuing to limit their opponent's actions and resulting in a potentially one-sided game. Also, because it is a self-contained card, its versatility means that decks that include blue lose the diversity of other available blue cards. For that reason, we will be restricting it to only one copy.
