Yes, it's returned. In such cases, only the top card is returned to the hand and all digivolution cards are trashed.

When one of my Digimon DNA digivolves into a red or yellow Digimon, does the "1 of your opponent's Digimon gets -3000 DP for the turn" effect activate even if I don't suspend this Tamer?
No, it doesn't activate. The rest of the effect won't activate if you don't perform the specified action in effects with "by X" conditions.
