Can my Digimon be played from the trash if I activate a "your opponent's effects can't play Digimon cards or Tamer cards from the trash" effect, and in the same turn, my opponent activates an effect such as EX5-060 [Dragomon]'s [On Play] [When Digivolving] effect that plays an opponent's Digimon card?
No, it can't be played. "Your opponent can't play Digimon" is an effect that prevents your opponent's effects from playing Digimon. Your Digimon can't be played from the trash by an opponent's effect.
