When this card would be played, if there are 12 or more levels' total worth of Digimon, reduce the cost by 5.
On Play When Digivolving You may play 1 [TS] trait Digimon card with 6000 DP or less from your hand without paying the cost.
All Turns Once Per Turn When any Digimon are played or digivolve, you may suspend 1 Digimon. Then, if played or digivolved by an effect, delete 1 of your opponent's lowest DP Digimon.

Yes, it triggers. In addition, the "if played or digivolved by an effect" condition will be met if it was played or digivolved by an effect.

I activated this card's [All Turns] effect when a method other than an effect played or digivolved a Digimon. Can I then activate this card's [All Turns] effect again when an effect plays or digivolves a Digimon?
No, you can't. This effect's [Once Per Turn] has already been used upon the 1st activation, therefore it can't activate again.
