When does "when your effects add to decks" trigger?
This effect triggers when a card is placed in the deck from any area other than the deck. It triggers regardless of whether the card is placed on the top or the bottom of the deck. However, it does not trigger when a card is revealed from the deck and returned.

No, you can't. The Digimon that gets additional DP from this effect must attack if possible.

No, they are not immediately deleted at this point in time. All activated effects are resolved, after which a rule check occurs. At that point in time, all Digimon with 0 DP are deleted simultaneously.
