Using this card's [On Play] [When Digivolving] effect, can I play a [BT24-041 Minervamon] whose cost has been reduced by 5?
No, you can't. [BT24-041 Minervamon]'s first effect triggers when it's played, and the effect also reduces the cost paid but doesn't reduce the actual cost. Therefore, [BT24-041 Minervamon] can't be played with this card's [On Play] [When Digivolving] effect. Related Cards

Can this card's [On Play] [When Digivolving] effect reduce an opponent's Digimon's DP even if I didn't play a card with it?
Yes, you can still reduce the DP of an opponent's Digimon even if you don't play a card with the effect.

All of my Digimon are currently getting -5000 DP, and I use this card's [On Play] [When Digivolving] effect to play a Digimon with 5000 DP or less. At such times, is the played Digimon deleted before the part of the effect that follows after "Then" is processed?
No, it is not immediately deleted at this point in time. All activated effects are resolved, after which a rule check occurs. At that point in time, all Digimon with 0 DP are deleted simultaneously.
