Can I use this card if my opponent's security stack is empty?
Yes, you can. Your opponent doesn't have a security card to trash, which means you get the <Recovery +1 (Deck)> effect automatically.

When using this card, does my opponent get to decide whether or not they trash one of their security cards?
Yes, your opponent chooses. If they decide not to trash any security cards, the player who used this card receives the benefits of the <Recovery +1 (Deck)> effect.
