If I activate this card, then play a blue Digimon later in the turn, can I return an opponent's suspended Digimon to its owner's hand?
No, if you don't have a blue Digimon in play when you activate the card's effect, you can't activate the part of the effect that returns your opponent's suspended Digimon to their hand.
