Effect
On Play De-Digivolve 1 all of your opponent's Digimon. Then, delete 1 of your opponent's Digimon with a play cost of 5 or less. If no Digimon is deleted by this effect, none of your opponent's unsuspended Digimon can digivolve until the end of your opponent's turn.

No, you can't. Unless you have 2 suspended Digimon for the DNA digivolution, you can't digivolve because of this card's effect.

My opponent activates this card's [On Play] effect. Can I use a <Digisorption> effect to suspend an unsuspended Digimon and then digivolve that Digimon in the next turn?
No, you can't. <Digisorption> effects read "when one of your Digimon digivolves," so unless the Digimon for the digivolution is in a state where it can digivolve, the effect can't activate.
