By repeatedly combining effects that aren’t [Once Per Turn], such as [BT6-088 Matt Ishida]’s, with this card's [On Play] effect, the game speed accelerates dramatically, making it difficult for many decks to compete. Because various decks use countermeasures against this combination, decks that are strongly affected by the countermeasures are no longer able to perform as effectively as they should, resulting in a loss of diversity in the decks being used. For the above reasons, we have decided to restrict this card to 1 per deck.

I moved a Digimon from the breeding area to the battle area when all of my Digimon's DP was reduced by activation of an effect. That Digimon's DP becomes 0 due to the DP-reducing effect at the same time it's moved to the battle area, then it's deleted, but does this card's [Your Turn] effect activate?
