No, they don't trigger. "While your opponent has no unsuspended Digimon, your <Vortex> can also attack players" isn't an effect that changes attack targets, it's an effect that allows for attack declarations using <Vortex> against players in addition to Digimon.

What will meet the "if effects suspended those Digimon" condition?
This condition will be met if this effect is activated after being triggered by a suspending effect. If suspending occurs due to an attack or block, it will be due to the rules and not effects, therefore this effect won't trigger.
